§ 2-771. Promotions, transfers and reassignments.

  • (a)

    Promotions. Promotions are based on an objective evaluation of each vacancy and the candidates involved. Vacancies shall be advertised and, when possible, the county will promote from within and will first consider employees with the necessary qualifications and skills, unless outside recruitment is deemed to be in the best interest of the county.

    (b)

    Transfers. Employees must obtain approval from their department director to transfer more than once per year, must have a satisfactory performance record, and must have no adverse disciplinary actions during the same time period. "Director" means those directors appointed by the county mayor for departments under his/her supervision. Transfers with no change in basic pay rate may be at the discretion of the hiring authority.

    (c)

    Reassignments. Reassignments with no change in basic pay rate may be at the discretion of the hiring authority.
