§ 2-544. Appropriation of unencumbered, unspent funds prerequisite to expenditure from treasury.

Except as otherwise provided by the Charter or ordinance, no funds shall be expended from the county treasury without an appropriation for such purpose approved by the commission, and there shall be unencumbered and unspent funds available.
