§ 2-545. Annual budget and appropriation request from each department, board and agency prerequisite to appropriation.

Before any appropriation of county funds in the annual budget, each department head, agency, county board of education, institution, board, office, and any nongovernmental agencies shall submit, upon forms approved by the county executive, a budget and a request for appropriation to the county executive on or before April 15 of each year.
