Chapter 62. TRAFFIC AND VEHICLES |
Article IV. STOPPING, STANDING AND PARKING |
§ 62-186. Prohibited in specified places.
(a)
Except when necessary to avoid conflict with other traffic, or in compliance with law or the directions of a law enforcement officer or official traffic control device, no person shall:
(1)
Stop, stand or park a vehicle:
a.
On the roadway side of any vehicle stopped or parked at the edge or curb of a roadway;
b.
On a sidewalk;
c.
Within an intersection;
d.
On a crosswalk;
e.
Between a safety zone and the adjacent curb or within 30 feet of points on a curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
f.
Alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic;
g.
Upon any bridge or other elevated structure, unless official traffic control devices indicate that parking is permitted;
h.
Within a tunnel;
i.
Within 50 feet of the nearest rail of a railroad crossing;
j.
On any controlled access highway;
k.
In the area between roadways of a divided highway, including crossovers;
l.
At any place where official signs or markings prohibit stopping, standing or parking;
m.
In any parking space clearly identified by an official sign as being reserved for the physically handicapped, pursuant to section 62-191, unless the driver of the vehicle displays on such vehicle a certificate, placard, or license plate as set forth under state statute.
(2)
Stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers:
a.
In front of a ramp for handicapped persons so as to obstruct access to such ramp;
b.
In front of or within five feet of a public or private driveway;
c.
Within 15 feet of a fire hydrant;
d.
Within 20 feet of a crosswalk at an intersection;
e.
Within 30 feet upon the approach to any flashing signal, stop sign, or traffic control signal located at the side of a roadway;
f.
Within 20 feet of the driveway entrance to any fire station, and on the side of the street opposite the entrance to any fire station within 75 feet of any such entrance when properly signposted;
g.
Upon any paved shoulder which has been separated from a paved roadway by a solid white line marked on the pavement;
h.
At any place where official signs prohibit stopping, standing or parking.
(b)
No person shall move a vehicle not lawfully under his control into any area prohibited under this section or away from a curb such a distance as is unlawful.
(c)
The restrictions provided in this section shall not apply to the driver of any vehicle which is disabled in such manner and to such extent that it is impossible to avoid stopping and temporarily leaving the vehicle in such position.
(d)
At any location where parking is prohibited as provided in this section the department of engineering and public works may use yellow curb markings to reinforce such provisions and, based on engineering and traffic investigation, may use such markings to effect reasonable extensions of the distances over which the specified provisions are affected.
