§ 2-768. Hiring preference for military veterans.
(a)
Purpose. The purposes of this section is to reward veterans who served full-time in the United States Armed Forces, ease the transition from military to civilian life, encourage patriotic service, and attract loyal and well-disciplined persons to county service occupations.
(b)
Definitions.
Veteran means any person who has been honorably discharged from the Army, Navy, Air Force, Marine Corps or Coast Guard or any member of the reserve and guard components, as defined in 10 U.S.C. § 10101, who performs more than 30 days of active federal service.
(c)
Veteran's preference.
(1)
When the county extends invitations to interview candidates for a new hire or promotion and the list of eligible applicants includes any veteran, such person shall be invited to interview.
(2)
If a veteran appears on the list of eligible applicants, and if the minimum qualifications and the skills, abilities, competencies and knowledge of such person and any another applicant being interviewed for the position are equal, preference shall be given to the veteran for the position.
(3)
The preferences established by this section shall only be applicable to recruitment or hiring for employment classifications managed and maintained by the county human resources director.
(d)
Proof of service required.
(1)
Any person claiming a veteran's preference under this section shall submit satisfactory proof of service and honorable discharge with the employment application.
(2)
Failure to apply for the veteran's preference or to submit the required satisfactory proof establishing the candidate's eligibility for preference under this section with the employment application shall be deemed a waiver of applicable preference.
(e)
Implementation. The county human resources director shall be responsible for developing the necessary procedures to implement this section.
