§ 34-1. Findings of fact.

  • (a)

    The county mayor and county commission wishes to establish eligibility in the National Flood Insurance Program and in order to do so must meet the requirements of 60.3 (d) of the federal insurance administration regulations found at 44 CFR Ch. 1 (10-1-04 Edition) and subsequent amendments.

    (b)

    Areas of the county are subject to periodic inundation, which could result in loss of life and property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare.

    (c)

    These flood losses are caused by the cumulative effect of obstructions in floodplains, causing increases in flood heights and velocities; and by uses in flood hazard areas, which are vulnerable to floods; or construction which is inadequately elevated, floodproofed, or otherwise unprotected from flood damages.
