§ 2-551. Commission's authority to reduce appropriations.

No budget or appropriation shall, with the exception of the funds of the board of education, reduce any existing unappropriated fund balance for a fund below five percent of the total expenditures approved in any fund, without a two-thirds vote of the commission. No budget or appropriation shall reduce the existing fund balance of the board of education below three percent of the total expenditures approved in the budget without first being approved by two-thirds of the county board of education. The approval by the commission upon recommendation by the board of education shall be by majority.
