The commission, upon receipt of the consolidated budget from the county executive,
shall hold at least one public hearing thereon, and such other hearings as deemed
advisable, and may make such changes to the consolidated budget, tax rate resolution,
and appropriations resolution, as it deems fit until such budget and resolutions are
approved by the commission or June 30, whichever comes first.
