The policies and procedures established in this article apply to all employees and
agents of the county involved (directly or indirectly) in procuring goods and services
of any type. Any order, agreement, or obligation that is contrary to these policies
and procedures is void, and no person shall have any claim or demand whatsoever against
the county. These policies and procedures shall not take precedence over federal regulations
such as the U.S. Department of Housing and Urban Development regulations concerning
procurements when expending funds from such federal agencies to procure products,
services, or real property.
