§ 2-632. Competitive sealed bidding.

  • (a)

    Conditions for use. Procurements exceeding the amount of $50,000.00 shall be awarded by competitive sealed bidding whenever practicable. Factors that shall be analyzed in determining whether competitive sealed bidding is practicable shall include whether:

    (1)

    An award can be made on the basis of the lowest bid price or lowest evaluated bid price, as determined in accordance with objective, measurable criteria set forth in the invitation for bids; and

    (2)

    The available sources, the time and place of performance, and other relevant circumstances.

    (b)

    Public notice. The invitation for bids shall be given adequate public notice by posting on bulletin board and/or on the county's procurement division web-site. Such notice may include publication in a newspaper of general circulation a reasonable time prior to bid opening.

    (c)

    Bid opening. Bids shall be opened publicly at the time and place designated in the invitation for bid. Each bid, together with the name of the bidder, shall be recorded and be open to public inspection.

    (d)

    Award. The contract shall be awarded with reasonable promptness by written and/or electronic notice to the, responsive and responsible bidder whose bid is determined to be the "best value."

    (e)

    Correction or withdrawal of bid. Correction or withdrawal of bids may be allowed only to the extent permitted by regulations issued by the procurement director.
