Rules and regulations governing the administration and operation of Tarleton shall
be drafted and amended by the administrator subject to the limitations stated in this
subdivision. These rules and regulations shall state, without limitation, the procedure
and standards for the admission of children to Tarleton and discharge of children
from Tarleton.
(b)
Tarleton's rules and regulations and amendments thereto shall be issued by the administrator;
provided, that the regulations so issued shall be effective unless rejected by the
commission within 45 days of their issuance. To become effective, such regulations
shall be filed with the chairman of the commission, the administrative office of the
commission, the county clerk, the law director, and the county executive within five
days of the date of their issuance. Such regulations shall be available for public
inspection from the date of their issuance in the office of the director or the offices
specified in this section.
