§ 2-103. Purposes.

  • The division of youth services is intended to provide both short-term and long-term residential care to a limited number of children and young adults with special needs which might not otherwise be available through state, federal, or other local programs. The division of youth services' goals are:

    (1)

    The prevention of abuse, neglect, exploitation and inappropriate institutionalization of children;

    (2)

    The restoration, strengthening, and development of family relationships and/or community support for children;

    (3)

    The fostering of intellectual, physical, psychological, social and spiritual growth of children through a structured and stimulating environment for the children at Tarleton;

    (4)

    The development and implementation of individualized placement plans for children at Tarleton which facilitate return of children to their parents, placement with relatives or in another home, and/or preparation for independent living; and

    (5)

    To assist in providing for the physical care, education, and social services for dependent children and young adults.
