§ 18-141. Board of trustees created; composition; terms; chairman; vacancies; ex officio members; officeholders not to be named as voting trustees.

  • (a)

    There is created a board of trustees to oversee the operation of the East Tennessee Regional Juvenile Service Center (the Knox County Detention Center), hereinafter referred to as the detention center.

    (b)

    The board of trustees shall consist of three members appointed for terms of three years, as follows: One appointed by the county juvenile court judge and two by the board of county commissioners.

    (c)

    The trustees shall elect their own chairman for terms of one year at a time. Vacancies shall be filled by the officer or body originally appointing such trustee and appointments to fill vacancies shall be for the unexpired term only.

    (d)

    There shall be seven ex officio members of the board of trustees, who shall have no voting status, and who shall be appointed as follows: One named by the juvenile court advisory board; two by the East Tennessee Development District law enforcement advisory committee; one by the mayor of the City of Knoxville; and two by the members of the general assembly representing the county, one of whom shall be appointed by the Democratic members of the county legislative delegation and one of whom shall be appointed by the Republican members of the county legislative delegation. The seventh ex officio member shall be the county juvenile court judge. Ex officio members shall be appointed for terms of three years from the beginning, except those appointed by the members of the county legislative delegation, who shall be appointed for terms of two years. Vacancies shall be filled as provided for the voting trustees.

    (e)

    No officeholder, elected or appointed, shall be named as a voting trustee.
